We (French/Italian/Spanish) used to block the air vent with paper or cartons! but then the Nordics were angry because they like when it's cold ... and then we had this huge battle ... the Nordic won and we all got cold afterwards...

in my call center we're all costa ricans, and the floor it always freezing and everyone's with blankets and sweater, and when the US people come to check how everything is going on they even say that's normal temperature for them ._.
